For most states, adoption records are sealed once the adoption is finalized. All parties involved in the adoption – including the adopted person, birth parents, and adoptive parents – must follow procedures established by the State to obtain confidential information from the adoption records. Identifying information about a birth parent, adoptive parent, or an adoptee may not be disclosed unless each party has consented in writing. Non-identifying information from the agency that arranged the adoption can be obtained more readily.
